What causes a pinhole leak in copper pipe?

Local water reports can’t identify the cause of one home’s pinhole. They do show how Tampa and Pinellas manage corrosion and what appeared at sampled household taps.
The City of Tampa’s 2025 Water Quality Report says lime and caustic soda adjust pH and help prevent pipe corrosion. Tampa’s finished water averaged a pH of 7.88 during 2025. Average hardness was 211 mg/L, or 12.3 grains per gallon.
Tampa also reported copper results from taps inside sampled homes. The 90th-percentile result was 0.287 ppm from January through June. It was 0.253 ppm from July through December. No sampled site exceeded the 1.3 ppm action level during either window.
Those household results varied considerably. The first window ranged from 0.005 to 0.838 ppm. The second ranged from not detected to 1.12 ppm. Tampa’s table lists corrosion of household plumbing among the likely copper sources.
The Pinellas County Utilities 2024 Consumer Confidence Report describes a different corrosion-control process. Pinellas adds a polyphosphate inhibitor designed to form a protective layer inside piping. FDEP has designated the utility’s treatment as optimized for copper and lead corrosion control.
Pinellas reported a 0.3 ppm copper result at the 90th percentile. No sampled site exceeded the 1.3 ppm action level. That copper data came from 2023, and the report notes that it is more than one year old.
The optimized designation applies to the utility’s treatment program. It isn’t a promise about the copper inside an individual Pinellas home.
What does a tap-water copper result actually tell you?
A tap-water result measures dissolved copper at sampled household taps. It doesn’t measure pit depth, remaining pipe thickness, or future pinhole risk.
These samples aren’t measurements of water leaving the treatment plant. They include copper that may dissolve from a home’s plumbing and fixtures. That makes them useful for water-quality monitoring, but not for mapping physical damage inside a pipe.
Pitting is localized. A small area can cut deeply through the wall while the broader pipe releases little dissolved copper. A low tap result therefore doesn’t rule out a developing pinhole.
The reverse conclusion also doesn’t work. A dissolved copper result doesn’t prove that a pipe has pitted. The physical condition, leak history, and surrounding copper guide the repair decision.
